Instead of using water you can make your own paint mixture for your paint grenades, here's the recipe:

put water in a pot. put the food coloring you want in. bring to a boil while adding as much cornstarch or flour that you want (and no, cornstarch or flour will not stain). Mess with the consistency a little. after this, put a cover on it and put it in the freezer/frig to cool down and solidify a little.
